'creamy layer' needs to be defined and redefined every few years. 3. Increase spending on primary and secondary education so that atleast in the future, children of all classes have compareable learning opportunities. 4. Reduce subsidising technical/higher education and instead provide loans/scholarships based on merit/economic status.

Nice chat u had..
My 2 cents - symptoms are different from causes.. lack of oppurtunities for underprivilaged people is a symptom.. lack of high quality colleges is the cause..

No use going after symptom.. you will only get temp solutions.. go after cause.. i.e drastically improve no of colleges...

so what should government do ?
Allow private universities to chip in..yeah tution will be a tad high but higher education adds so much value that one can take a loan and repay it after he is done with the education. Government may also add some scholarships or interest free loans to underprivelaged..

i strongly support the point made by your friend..stop funding higher education... its just waste of enormous resources.

It would be great if it reaches those guys who need it, but it doesnt happen that way.. I strongly feel, reservations are violation of human rights.

We look at it as just a scheme thats benefiting a section, but dont realise that its harming some other section.

It's like plucking someone's eyes and saying "...this is for a noble cause, we'll donate them to the blind".

Helping is good as long as its not at the cost of someone else.

One solution would be providing free and quality education, books and other resources to the economically backward and base such a concept solely on the economic background.
